Create a DOS Bootable USB Flash Drive – Rufus
Rufus is an Open Source tool created by Pete Batard. This awesome little gem can Create a DOS Bootable USB Flash Drive (Boot a USB Drive to DOS). Rufus works much like the HP USB Format Tool "HPUSBFW", offering options to format the drive as FAT32, NTFS, exFAT, mark the drive bootable or active, and install a DOS environment to boot into. Additional features include the ability to check the disk for errors, create a volume label, and set cluster size.
